Court Halts Pittsburgh’s 2023 Rental Registration Ordinance Following AAMP Legal Challenge
As a result of the Apartment Association’s direct intervention, the City of Pittsburgh’s newest rental registration ordinance, enacted in 2023, is currently stayed “until further order of Court” in the Allegheny County Court of Common Pleas. (Emphasis added) AAMP’s complaint (GD-23-12470) challenging the 2023 ordinance seeking to regulate, by way of registration and inspection fees, all multifamily rentals, including short-term rentals (such as AirBnB) in the City, has now been assigned to The Hon. John T. McVay, consolidated with another similar complaint, and litigation is ongoing. Previously, the City of Pittsburgh had stated that it would begin enforcement actions on June 1, 2025 for properties that do not hold a valid rental permit. Accordingly, in light of the court’s order, Pittsburgh multifamily owners and operators are neither required to register their units nor can they be penalized for failure to register those units.
